The Washington County Water Rebate and Artificial Turf

Washington County Water Conservancy District pays property owners to replace thirsty grass with water-efficient landscaping — and artificial turf can qualify. Here's what to know before you start.

The Program, Verified

Washington County Water Conservancy District (WCWCD) "will pay property owners up to $3 for each square foot of grass replaced with water efficient landscaping." This is confirmed on the official program page.

The Critical Pre-Conversion Site Visit

Important: "After your application is submitted, you must participate in a pre-conversion site visit. Starting your project prior to application approval and a pre-conversion site visit will make your conversion ineligible."

In plain terms: apply and get approved BEFORE you have any work done. If you rip out grass and start the installation before the site visit and approval, your conversion may not qualify for the rebate. This is a common and costly mistake — get the rebate process started first.

Where Turf Fits In

Water-efficient landscaping can be rock, native plants, or other low-water options — and artificial turf is often eligible. The program's purpose is to reduce water use, and turf that replaces irrigated grass does exactly that. Confirm the exact eligibility and any conditions for turf on the official WCWCD page and with the program before you begin.

Steps to Get the Rebate

  1. Check eligibility — confirm your property is in the program's service area and that your conversion type (including turf) qualifies.
  2. Apply first — submit the application and do not start work yet.
  3. Complete the pre-conversion site visit — the district will review the site before approval.
  4. Get approval, then convert — once approved, proceed with the turf installation.
